Map/terrain data and test fixtures

See MAP_DATA.md for OSM ODbL, USGS/Mapzen and regional elevation credits. tests/fixtures/geography holds existing baseline OSM packs, source audit metadata, water relations and terrain PNGs for offline regression checks; its SHA256.json inventories the copies. These retain the same data licenses. They do not constitute the complete source PBF/cache required to rebuild all maps.

Remaining review items

New procedural fictional vehicle/environment geometry is project-generated. The inherited Tesla-derived title/branding is NOT cleared by this ledger and still requires the owner's review before any public launch. This file is included in the sandbox runtime package (phase2/sandbox/package_sandbox.py) alongside MAP_DATA.md.
